Toronto test centres often involve heavier traffic, more pedestrians, cyclists, buses, complex intersections and frequent lane changes. St. Catharines generally offers a lower-traffic driving environment, which can make the appointment easier to manage.
That does not mean the test is automatic or guaranteed. You still need safe observation, lane discipline, speed control, parking skill and sound decisions under examiner direction.
